The content of the plan are mainly including general principles, basic condition, environmental risk source and environmental risk evaluation, environmental emergency capacity evaluation, institutional framwork and responsibilities, prevention and warning, information reports and notification, emergency response and measurement, later disposal, emergency training and manoeuvre, reward and punishment, fund guarantee.
