With overall production arriving its count down stage, Sailboat petrochemical paied more attention on safety management. I May, the key work is “dangerous operation risk control”,  Sailboat started site operation audit trail, entity job management supervision and measures implement, checking violation and fufilling responsibility, and achieved significant result.

With the strong support of company’s leadser, HSE depertment specially set up supervision team, they would correct the construction site violation on the spot, and would send the problems in PPT to e-mails of relevant safety engineer and safety engineer in charge on that day, informing each department to practice, coordinate and eliminate the violation, improving the site pipeline standard.

On every weekly company production meeting, HSE would make supervision and notification about the security and environmental protection inspection condition that week, and company leaders would give instruction and order on th meeting, requiring all departments to seize the principle “dependency administration”, assist HSE department to supervise and urge relevant construction units to rectify and reform within a limited time.

HSE department issued totally 79 recify and reform notification in May, including environmental protection management, restricted space, high-place operation, temporary electricity, hot work, fire-proof and explosion-proof, etc. 76 of them were completed and the balance there were under discussion or practice.

“Problems focus on jack-up hoisting, hot work, restricted space and vehicle management, etc. After the continually inspection and publicizing and implementation in May, construction units personnel’s safety awareness is obvious improved, also the nomalization on field operation” said Wang Xiuyuan, HSE department safety engineer.



According to Wang Xiuyuan, company leaders paid high attention on the “dagerous operation risk control” major inspection activity, and put forward many instructions and requirements, helping HSE department to tease administration and management idea, strengthening management procedures. General Manager Bai Wei specially pointed on the security symposium that, all departments must do publicizing and implementation well, all staff need to participate into safety management, digging the problems after the problems, firmly eradicating the unsecurity incidents happening again.

“The company’s large-scale project construction is coming to an end, but the safe working cannot be relaxed especially during this period of time.”said HSE department vice manager Liu Meng, “ At the begainning of the safety activity, a small part of the construction units and even some employees in our department thought the security standard is too high and too meticulous. But after our patient explanation and training, their standard operation initiative during field operation was improved a lot.”

At 16:43, 5^th, May, JINOCCO was stopped by the supervision team when they erected the hoisting niacin pump outlet valve at acrylonitrile department, because they put the hanging object far away from the alert area.

“We thought they were making a fuss, and were umwilling to submit. After we saw the accident vedio during the training, we realized our violation, and it had a great hidden danger. When we redo the hoisting work, we all remember to reminder each other that the alert line is a must in jack-up work, hanging object must be put in the alert area. Hey…” said a spot leader of JINOCCO, smiling and scratching his head.

Besides HSE, other departments actively cooperated to boost the security work, for example, electric center started a special inspection on temporary electricity one by one, checking and implementing the violations on the field, finding the reasons and completing the <<Team Temporary Electricity Routing Inspection System>>; Equipment department assessed the field violation contractors according to supervision notification questions term by term. They cooperated with security supervision team to train the contractors on dagerous work like hot work, restricated space, etc. production department united produection technology department and program management tightly, revised and completed company change management, ensured the manufacturing change under more designed operation monitoring and controlling.

“Through the security supervision in May, we realize two ‘descend’---one is the lack of standard phenomenon in construction untis’ ticket filling, the other one is contractors’ substandard violation work phenomenon.” Wang Xiuyuan concluded.
